1. Objective
Cross Level Subject Setting groups students with similar academic abilities together and provides them with appropriate learning and teaching materials so that their learning effectiveness can be further enhanced.

2. An appropriate curriculum for learning
In view of students' diversity and the intake of newly arrived children and returnee children in some schools, the provision of a standard curriculum will hinder them from developing their learning efficacy to the full. Teachers will find it difficult to cater for the needs of all students with different abilities and potentials. As a result, students will find the curriculum not suitable for them. There will be cases that some students may find the tasks not challenging enough whereas some may find the work too difficult to follow.

With the implementation of Cross Level Subject Setting, appropriate curriculum will be provided for students to suit their abilities. Their learning will become more effective. As a result, their interests and confidence in learning will be further enhanced. By grouping students with similar abilities in the same class, teachers can focus their attention in teaching the appropriate curriculum without spending too much effort on curriculum adaptation to meet the learning needs of all students.


3. Cross Level Subject Setting's grouping arrangement

In schools where Cross Level Subject Setting is implemented, students from different classes or levels will attend lesson at the same time. For example, in English lessons, students from different classes or levels but with similar level of ability in English will come to attend lessons in the same group which can be named in different ways e.g. using the names of flowers, fruits and colors. By doing so, even though students in the same class have different levels of ability in English, they can still attend classes that match their abilities.

Cross-level grouping is of crucial importance. It allows schools to organize more groups of different abilities to cater for students' needs. It will also be more flexible and easier for the school to group the students according to their abilities.

The number of groups depends on the size of the schools. A small school may have one class in each level, and it is desirable for the school to schedule the English lesson of respective levels within the same time block. As for large schools, two levels can be grouped into one, e.g. P.2 and P.3 may be grouped to have lesson at one time whereas P.4 and P.5 may be grouped to have lesson at a different time.

4. School's commitment
Under Cross Level Subject Setting, schools need to identify each individual student's ability level and devise appropriate teaching materials suitable for students of various groups. Teachers must have shared mission and commit to accept and shoulder the responsibility, as well as to review their pedagogy and the progress of their students. It is also essential for the schools to provide sufficient resources and support to facilitate the development of the placement test, the curriculum, the timetable, the report card and the work relates to the liaison with the parents.
