The concept of higher-order thinking is central to the education reform process in Hong Kong.  In the "Reform Proposal for the Education System in Hong Kong” submitted by the Education Commission (EC) to the Government in September 2000, the aim of education in Hong Kong is stated as “to enable every person to attain all-round development in the domains of ethics, intellect, physique, social skills and aesthetics according to his/her own attributes so that he/she is capable of life-long learning, critical and exploratory thinking, innovating and adapting to change: filled with self-confidence and a team spirit; willing to put forward continuing effort for the prosperity, progress, freedom and democracy of their society, and contribute to the future well-being of the nation and the world at large”.  The generic skills listed in Curriculum Guides for the various KLAs include critical thinking skills, creativity and problem-solving skills.  These are considered essential attributes for Hong Kong citizens in the 21st century.  For this reason, many schools are now considering how they can integrate more higher-order thinking into their lessons, and give students more chances to develop thinking skills. With this aim in mind, teachers at SKH Lam Kau Mow Secondary School decided to revise an S3 Language Arts unit on movies to include more opportunities for higher-order thinking and discussion among students. Movies were used as a way to motivate students to engage in the activities, and also to prepare students for the School-based Assessment (SBA) component of the New Senior Secondary Curriculum (NSSC) for English Language.
